Across Idaho state government, grant funding supports critical programs ranging from public health and infrastructure to victim services and community-based initiatives. For years, agencies managed those funds through different systems, which led to fragmented workflows, inconsistent reporting, and delays in getting money where it needed to go.
Agencies relied heavily on spreadsheets, email chains, and standalone forms to manage the grant lifecycle. As a result, reimbursement processes often took weeks, or sometimes longer, creating uncertainty for the organizations that depend on timely grant funding to deliver essential services.
When Idaho began modernizing its enterprise resource planning (ERP) environment with Luma, powered by Infor CloudSuite, grant management needed to evolve with it. The state needed a connected approach that aligned grant administration, financial management, and reporting while reducing reliance on spreadsheets and manual processes.
How Idaho Standardized Grant Management Across State Agencies
To address these challenges, our office led a statewide initiative to standardize grant management processes and integrate them directly with Luma using Euna Grants, a cloud-based platform built for the full grant lifecycle.
Rather than replacing agency flexibility, the goal was to establish a shared foundation for how grants are administered, tracked, and reported across state government. We worked closely with agencies to define standardized requirements, develop shared data mappings, and create a common integration framework for consistent data exchange while still accommodating agency-specific workflows.
Euna Grants was selected as the statewide solution because it could centralize grant administration and integrate cleanly with the state’s ERP system. The implementation followed a phased approach. First, agencies standardized core grant processes within Euna Grants, including application intake, reimbursement requests, documentation, and reporting. Next, Euna Grants workflows were integrated directly with Luma to eliminate duplicate data entry, reduce manual handoffs and connect grant administration with the state’s financial operations.
How Euna Grants and Luma Integration Improved Grant Payment Processing
The integration between Euna Grants and Luma changed how grant-related financial transactions move through Idaho’s systems.
After payments are processed in the ERP, confirmation data, including payment status and reference details, flows back into Euna Grants. This closed-loop integration gives agencies end-to-end visibility into the status of each transaction and helps keep program and financial data aligned across systems.
Financial data from Luma also flows back into the grant management environment, allowing agencies to view budgeted versus actual spending in real time. Grant managers can identify available funding, monitor spending against grant budgets and make adjustments before small issues become larger financial challenges.
Results: Faster Reimbursements, Centralized Documentation, and Real-Time Budget Visibility
The combined implementation of Euna Grants and Luma integration has produced clear operational improvements across participating Idaho agencies.
Reimbursement timelines have been reduced from three to four weeks to as little as one day in some cases. A process that once depended on a manual, multi-step process involving spreadsheets and email coordination has been replaced with structured workflows and automated data exchange between systems.
Additional outcomes include:
- Elimination of spreadsheet-based tracking and duplicate data entry
- Centralized documentation with full audit trails
- Improved real-time visibility into budgets and expenditures
- Faster and more consistent reimbursement processing
- Stronger alignment between program operations and financial systems
Faster reimbursements help reduce financial strain on subrecipients, many of which deliver essential services statewide and in areas such as domestic violence support, public health, and community development.
A Repeatable Model for Statewide Grant Management Modernization
Beyond immediate operational gains, Idaho has established a repeatable model for statewide grant management modernization. Our office has worked with agencies to develop shared standards, implementation practices and governance structures that make it easier to add new programs and agencies.
Currently, multiple state agencies are using Euna Grants, with a growing number actively leveraging the ERP integration. This phased implementation approach allows Idaho to scale modernization efforts over time while continuously refining processes based on real-world experience.
Shared learning, structured user acceptance testing, and consistent communication have helped streamline implementation and reduce complexity for new participants.
What Idaho’s Grant Management Modernization Means for Public Funds Oversight
Idaho’s grant management modernization is more than a technology upgrade. By integrating Euna Grants with Luma and establishing a statewide framework for adoption, Idaho has built a more connected grants ecosystem that improves data flow, reduces manual effort and gives agencies the flexibility to manage programs effectively.
More importantly, these improvements help strengthen stewardship of public funds. Better visibility into grant activity, more reliable data, and fewer manual processes allow agencies to spend less time navigating administrative complexity and more time focusing on program outcomes and service delivery.
As we continue to expand and refine these capabilities, we are strengthening Idaho’s ability to oversee and manage public funds with greater transparency, accountability, and confidence.
