A disruptive technology is an innovation that helps create new markets and ultimately displaces an earlier technology.  In an era where we are seeing technological innovations move at lightening speed, it is difficult to stay ahead of the latest disruptive technologies.

In addition, a disruptive technology is not an innovation that is already taking the marketplace by storm, but something that is completely different and changes the status quo completely.  Government CIOs also need to keep their fingers on the pulse when it comes to tracking disruptive technologies.
